## 監管局怎麼認定

- **鏡像網站**：三個品牌的官網會轉址到 ivibettnow.com、hellspin222.com、gemslots1.com 等鏡像網站。
- **鎖定瑞典**：從瑞典 IP 註冊時，網站預選瑞典與 +46 國碼；品牌也透過瑞典語的聯盟行銷推廣。沒有證據顯示網站阻擋瑞典玩家註冊。
- **換網域無效**：後續追查發現鏡像網站換了網域，但瑞典預設設定不變。監管局認為，從品牌、內容、架構與瑞典化設定判斷，新網站是同一營運的延續，轉址不影響認定。
- **測試**：監管局做了暗中測試購買，但沒有完成交易。

## 業者背景

Lufilight 持有加拿大 Kahnawake 的執照，但監管局查不到它的公司登記號碼、執照號碼或地址。監管局兩度請業者回覆，都沒有回應。判決依據瑞典博弈法（Spellagen 2018:1138）：線上博弈只要以瑞典為目標，就視為在瑞典提供，必須有瑞典執照。判決沒有附帶罰款。

## 值得注意

監管局判斷是否「以瑞典為目標」，會綜合瑞典語文字、瑞典克朗付款等各種情況，不看單一條件。

**編輯觀點**：這份判決把「換網域」明確寫成無效的規避手法，等於告訴業者：監管局看的是整體營運，不是網址。對持有離岸執照、靠鏡像網站與聯盟行銷進入受監管市場的業者，風險在於聯盟夥伴與支付管道。禁令本身沒有罰款，實際效果要看支付業者與聯盟網站是否跟著切斷。
